St. Paul is a city of neighborhoods whose people feel a strong sense of place. Residents appreciate living in a city that offers both a small-town feel and the benefits of the much larger Twin Cities metropolitan area. They are also mindful that everyone, regardless of income or status, deserves to enjoy and share in St. Pauls generally high quality of life. The community is working to overcome the education and income gaps between whites and minority residents.

The 2009 Soul of the Community Survey explores the link between residents' emotional ties to where they live and the community's economic growth. In the Twin Cities, while aesthetics was found to be a community strength, social opportunities and openness are areas that need improvement to encourage residents’ attachment to the area.
